How to sell a ATV in New Jersey
An ATV or UTV bill of sale records a four-wheeler, side-by-side or other off-highway vehicle sale by year, make, model and VIN. Many states register off-highway vehicles through the DMV or the parks agency and want a bill of sale with the price; some do not title them at all, which makes this document the only ownership record.
Seller steps
- Confirm you hold clear title. If a lender is on the title, get the lien release before you list it.
- Agree on the price and fill in the New Jersey ATV bill of sale above with the buyer. Record the VIN.
- Both parties sign and each keeps a copy. New Jersey does not require a notary.
- Sign the title over to the buyer exactly as your name appears on it, and complete the odometer section on the title if the ATV has one.
- File a notice of sale or release of liability with the New Jersey Motor Vehicle Commission if New Jersey offers one, remove your plates if the state keeps plates with the seller, and cancel the insurance once the buyer has driven away.
Buyer steps
- Bring the signed bill of sale, the signed title and your ID to the New Jersey Motor Vehicle Commission.
- Expect to pay sales or use tax on the price shown on the bill of sale, plus title and registration fees.
- Register within New Jersey's deadline, commonly 10 to 30 days from the sale date, to avoid late penalties.
Before you sign
- The VIN is usually stamped on the frame near the front, under the footwell or on the lower frame rail.
- Record the hour meter reading if there is one.
- List winches, plows, tracks and the trailer if included.
- Check your state's OHV registration rule; some require a title for anything newer than a certain year.
Why a bill of sale matters for a ATV
- Off-highway vehicles are often sold without a title, so the bill of sale is the ownership chain.
- Many states require OHV registration and sales tax on the price shown.
- Theft is common; a signed bill of sale with the VIN proves lawful purchase.
- An as-is clause protects the seller once the buyer rides off.

New Jersey records the sale price, date and buyer's driver license number on the assigned title, so a separate bill of sale is not required for titled vehicles; a notarized bill of sale is required only for vehicles coming from a state that does not issue titles. Titles must be transferred within 10 working days to avoid a $25 penalty. Plates stay with the seller.

New Jersey ATV bill of sale questions
Is a bill of sale required to sell a ATV in New Jersey?+
New Jersey does not require a bill of sale, but the New Jersey Motor Vehicle Commission recommends one. New Jersey has no mandatory form, so any complete, signed bill of sale like the one generated here is accepted.
Does a New Jersey ATV bill of sale need to be notarized?+
New Jersey does not require notarization. Two signatures are enough. If you want extra certainty, the ready-to-sign pack includes a notary acknowledgment page you can use anyway.
Where does the buyer take the bill of sale in New Jersey?+
To the New Jersey Motor Vehicle Commission or the county office that handles vehicle registration, together with the signed title, proof of insurance where required, and payment for tax and fees.
Do ATVs have titles?+
It depends on the state and the year. Many states title newer ATVs and UTVs, others only register them, and a few do neither. The bill of sale is accepted everywhere as proof of purchase.
Is a bill of sale enough to register an ATV?+
In states that do not title OHVs, usually yes, along with the VIN and sometimes a VIN inspection. In titling states you also need the signed title.
